Online service request submission procedure

The Regulatory Authority is updating its procedure for submitting requests for online services on its websitewww.arpce.dz.

Services concerned

Requests for services available online are:

  • Certification:
    • Certified for own use.
    • Request for information about certification.
  • Electronic communications network open to the public:
    • Public radio relay network.
    • Access frequencies.
  • Numbering:
    • Number(s) allocated.
    • Allocation of national and international NSPC and ISPC signalling point codes.
  • Encryption equipment and software:
    • Authorisation to purchase sensitive equipment.
    • Authorisation to operate sensitive equipment.
  • Authorisation regime (international accelerated mail):
    • Authorisation to operate postal services.
  • Simple declaration regime (domestic express mail):
    • Registration certificate for the operation of postal services.
  • Electronic communications services (general authorisation);
    • Internet access services.
    • VOIP.
    • Audiotex.
    • Radio geolocation.
    • Hosting and storage in cloud computing.
    • Call Centre.

Access the form

Anyone wishing to request a service can do so online using a special form.
This form is available at the following address:
www.arpce.dz/fr/service/request

Using the form

Applicants must fill in the various fields on the form and attach any requested documents.

Some fields are compulsory and must be completed, otherwise the online application cannot be submitted to the Authority.

The "Attachments" section displays the list of documents to be uploaded based on the type of application selected and the legal form of the applicant.

The applicant must first download the documents required by the procedure for the service requested. These documents are available in the "Downloads" section of the service concerned. They must then fill them in, sign them, scan them and then upload them in the "Attachments" section, each document in the field associated with it.

The maximum size of all attachments is set at 30 megabytes.
The supported file types are: PDF and image.
A Captcha verification code "" is required for form validation.

Submitting the service request online

Once the form fields have been completed and the attachments uploaded, the applicant can submit their service request by clicking on the "Send" button.

Once the request has been submitted, a procedure is launched to check the requesting party’s email address, in order to confirm the relevance of the online request.
In this procedure, an email containing a unique hypertext link is automatically sent to the email address entered by the applicant. Applicants have 24 hours to check their email inbox and click on the hyperlink to confirm their service request.

Following this, a page confirming registration of the application is displayed to the applicant, with a summary of the information entered. After the above deadline, the request will not be processed.

Online service request validation

The staff responsible for processing requests for the Authority’s services check the information and attachments submitted online, then inform the applicant by email of the status of their request, by sending either:

  • A request for further information.
  • Acknowledgement of receipt for services: Electronic communications network open to the public and Numbering. In this case, the originals of the documents filed online will be required by the services of the Regulatory Authority when the documents for which applications have been made are collected.
  • A notice of admissibility inviting the applicant to attend the headquarters of the Regulatory Authority to submit the original documents: Equipment and encryption software, Authorisation regime (international accelerated mail), Simple declaration regime (domestic express mail) and Certification and Electronic communication services (general authorisation).

N.B.: Non-compliant applications will not be processed.
