Law No. 18-04 of 24 Sha’ban 1439 corresponding to 10 May 2018 laying down the general rules on post and electronic communications has defined number portability as follows: “the possibility for a subscriber to keep their number when changing operator”.

In fact, number portability represents an effective lever for increasing competition on the electronic communications market.

As part of the implementation of the provisions contained in Law No. 18-04 relating to number portability, the Regulatory Authority of Post and Electronic Communications (“ARPCE”) launched, on 29 July 2021, a public consultation, the purpose of which is to consult with the three (03) mobile telephony operators on the practical arrangements and technical, legal, organisational and pricing conditions relating to the implementation of mobile number portability in Algeria, and to gather their comments and opinions.

The Authority attaches particular importance to ensuring that number portability helps to boost competition in the electronic communications market. It was with this in mind that it worked towards and participated in the promulgation of the Executive decree No. 21-199 of 29 Ramadan 1442 corresponding to 11 May 2021 laying down the terms and conditions for the implementation of mobile number portability.

On 27 June 2021, the Authority published Decision No. 18/SP/PC/ARPCE/2021 laying down the practical arrangements for implementing mobile number portability.
