Competitive tender NO. 01/2026 For the granting of Two (2) Licences for the establishment and operation of an open to public electronic communications network by Non-Geostationary Orbit satellites « NGSO » and the provision of related services.

In accordance with the provisions of Law No. 18-04 of 10 May 2018 laying down the general rules applicable to post and electronic communications, Executive Decree No. 01-124 of 9 May 2001 defining the applicable procedures for the granting of telecommunications licences by competitive tender, and by application of the Order of 06 April 2026 setting the launch date of the competitive tender for the granting of licences for the establishment and operation of an open to public electronic communications networks by Non-Geostationary Orbit satellites « NGSO » and the provision of related services, the Regulatory Authority of Post and Electronic Communications « ARPCE » hereby launches a competitive tender for the granting of two (2) licences for the establishment and operation of an open to the public electronic communications network by non-geostationary orbit satellite « NGSO » and the provision of related services.

This call for tenders is open to holders of a licence for the establishment and operation of an open to the public electronic communications network by satellite of VSAT type in Algeria, as well as to electronic communications operators that own a non-geostationary orbit « NGSO » satellite constellation with global coverage.

Interested candidates may obtain the Tender Dossier from the Regulatory Authority at the following address: 1 rue Kaddour Rahim, Hussein Dey, Algiers 16005, either directly or through a duly authorised representative, during the period from 09 to 19 April 2026 from 08h00 to 17h00.

The withdrawal of the Tender Dossier is subject to the submission of :

  • Proof of payment of one million Algerian dinars (1 000 000 DZD) by bank transfer to the ARPCE’s account with CPA Bank, Hussein Dey branch, No.
    004 00118 40 10004695 40;
  • A mandate indicating, in particular, the surname, first names and contact details of the person responsible for withdrawing the Tender Dossier and the designated person to receive every communication issued by the ARPCE.
