« The launch of the procedure applicable to competitive bidding for the granting of licences is decided by the Minister in charge of Telecommunications on their own initiative after consultation with the Regulatory Authority or on the basis of a proposal from it, acting on the basis of an opportunity file. In this case, the Minister of Telecommunications must make a decision within one month ».

Renewal

Art. 18 of Executive decree No. 01-124 of 09/05/2001

« The term of the licence may not exceed fifteen (15) years. It is specified in the terms of reference, which define the terms and conditions for its renewal ».

Art. 37.2 of the fixed-line terms of reference

On application lodged with the Regulatory Authority at least twelve (12) months before the end of the period of validity of the licence, it may be renewed, once or more times, for periods not exceeding five (5) years each.
