International accelerated mail (CAI), subject to the authorisation regime, involves the collection, transportation and delivery of documents and postal parcels via express services to or from abroad.

The exercise of this activity is conditional on obtaining an operating licence for any natural or legal person having satisfied the conditions for the issue of the said licence, as stipulated in the terms of reference and in accordance with the legislative and regulatory provisions in force.

Procedure

New application

The application for the grant of an authorisation must be accompanied by a file, the constituent documents of which are listed below.

For legal entities
  • The identity of the applicant (company name, company form, legal representative, registered office);
  • A copy of the company register;
  • A copy of the articles of association;
  • A copy of the official bulletin of legal announcements publishing the incorporation of the company;
  • A copy of the identity document of the legal representative;
  • A copy of the annual company accounts for the last two financial years (if applicable);
  • The nature and technical and commercial characteristics of the proposed project, containing the following information: a description of the commercial activities, the planned investments and the projected staffing plan, the quality of service indicators, the general terms and conditions of sale and carriage, and the plan for opening branches;
  • Information justifying the applicant’s technical and financial capacity to carry out the proposed project;
  • Proof of payment of application fees;
  • A letter of formal undertaking to comply with the provisions of the legislative and regulatory texts in force, the decisions taken by the Regulatory Authority and the provisions of these terms of reference;
  • Tariffs offered to customers, inclusive of tax;
  • A copy of the contract, if applicable, concluded between the company and other foreign companies for the distribution of mail internationally.

The payment of file review fees shall be made exclusively through the submission of a bank debit notice relating to a bank transfer or a cash payment receipt issued by the bank. Under no circumstances shall bank cheques be accepted as a means of payment for the electronic service.

For individuals
  • A copy of the trade register;
  • A copy of the applicant’s identity document;
  • Information containing the following:
    • Nature and technical and commercial characteristics of the proposed project;
    • Branch opening plan;
    • General terms and conditions of sale and carriage;
    • Tables of quality of service indicators;
    • Tariffs proposed to customers (inclusive of tax);
    • Description of planned investments and projected staffing levels.
  • Information justifying the applicant’s technical and financial capacity to carry out the proposed project;
  • Proof of payment of application fees;
  • A letter of formal undertaking to comply with the provisions of the legislative and regulatory texts in force, the decisions taken by the Regulatory Authority and the provisions of these terms of reference;
  • A copy of the contract concluded, if applicable, between the applicant and other foreign companies for international mail delivery.

The payment of file review fees shall be made exclusively through the submission of a bank debit notice relating to a bank transfer or a cash payment receipt issued by the bank. Under no circumstances shall bank cheques be accepted as a means of payment for the electronic service.

The file shall be sent to the Regulatory Authority in two (2) copies, one original and one copy:

  • Sent by post by recorded delivery for the attention of the Director General of ARPCE at 1 Rue Kaddour Rahim Hussein Dey, 16005-Alger.
  • Submitted to the headquarters of the Regulatory Authority, for the attention of the Director General of ARPCE. An acknowledgement of receipt will be issued by the relevant department of ARPCE.
Renewal

The renewal application must be submitted in the same terms as the first application, no later than forty-five (45) days before the authorisation expires.
