Request for numbering resource assignment

In accordance with article 13 of Law No.18-04 laying down the general rules relating to post and electronic communications, the Regulatory Authority is responsible for establishing a national numbering plan, examining number applications and allocating them to applicants.

On 22 February 2008, the Regulatory Authority (ARPCE) adopted a 10-digits National Numbering Plan (PNN) in order to address the significant development of mobile networks in Algeria.

The National Numbering Plan is made up of two parts, an ITU E.164 part (Recommendation of the International Telecommunication Union) and a non-E.164 part.

E.164 part of the NNP

The new 10-digits format (ZNABPQMCDU) consists of an additional digits « N » at the start of the old 9-digits string (ZABPQMCDU) for mobile numbers, value-added service numbers (VAS), VSAT numbers and non-geographic numbers for VoIP. Details are given in the table below.

For technical reasons relating to the migration of the fixed-line network, 9-digits geographic numbers have remained unchanged in the National Numbering Plan.

Non-E.164 part of PNN

Non-E.164 numbers (short numbers) are those in Algeria’s National Numbering Plan beginning with the digitss 1 to 9.

The National Numbering Plan has defined distinct number spaces according to tariff in order to enable users to understand how tariffs work, and as follows:

Number range in Space « 1 »

Short numbers in this space are primarily reserved for emergency or social services. All emergency numbers or numbers designating social services must be open on all networks.

Number range in Space « 3 »

The short numbers in this space are primarily dedicated to voice services that can be accessed from all mobile and fixed interfaces.

Short numbers with four (04) digitss (3ABP) and a tariff higher than that applied by operators are dedicated for value-added voice services.

This space is allocated according to the following tariff level:

The five- (05) digits short numbers (6ABPQ) are dedicated to SMS services. Sending an SMS to a given five- (05) digits number will be offered the same service content on all networks.

The short numbers in this space are primarily dedicated to numbers offering value-added SMS services that can be accessed from all mobile and fixed interfaces. This space is allocated according to the following tariff level:

The assignment of the numbering resource is subject to payment to the Regulatory Authority of a fee for services rendered set according to the scale below:
