New application

The application for a registration certificate for the operation of postal services subject to the simple declaration regime must be accompanied by the following documents:

For legal entities

• Declaration of intent to operate postal services subject to the simple declaration regime (to be downloaded);
• Copy of the articles of incorporation and any amending articles for commercial companies;
• Copy of the main commercial register and copies of any secondary commercial registers containing the postal activity code;
• Copy of the identity document of the legal representative of the legal entity;
• Copy of the logo registration document, where applicable;
• Copies of valid legal documents attesting to the right of use and the address of the registered office and/or the point(s) of presence hosting the postal activity;
• The document entitled “conditions for the operation and provision of postal services subject to the simple declaration regime” (to be downloaded), duly signed, stamped, and bearing the mention “read and approved”;
• Proof of payment by bank transfer or by electronic payment of the file processing fees, made out in the name of the Postal and Electronic Communications Regulatory Authority (ARPCE), CPA Bank, Hussein Dey branch, No. 004 00118 40 10004695 40, the amount of which is seven thousand one hundred forty dinars (7,140.00 DZD) including all taxes.

The payment of file review fees shall be made exclusively through the submission of a bank debit notice relating to a bank transfer or a cash payment receipt issued by the bank. Under no circumstances shall bank cheques be accepted as a means of payment for the electronic service.

Natural persons

• Declaration of intent to operate postal services subject to the simple declaration regime (to be downloaded);
• Copy of the identity document of the natural person;
• Criminal record of the natural person;
• Copy of the main commercial register and copies of any secondary commercial registers containing the postal activity code;
• Copy of the logo registration document, where applicable;
• Copies of valid legal documents attesting to the right of use and the address of the registered office and/or the point(s) of presence hosting the postal activity;
• The document entitled “conditions for the operation and provision of postal services subject to the simple declaration regime” (to be downloaded), duly signed, stamped, and bearing the mention “read and approved”;/li>
• Proof of payment by bank transfer or by electronic payment of the file processing fees, made out in the name of the Postal and Electronic Communications Regulatory Authority (ARPCE), CPA Bank, Hussein Dey branch, No. 004 00118 40 10004695 40, the amount of which is seven thousand one hundred forty dinars (7,140.00 DZD) including all taxes.

Acceptance fees

The registration certificate is issued by the Regulatory Authority to any natural or legal person who has satisfied the conditions cited above, subject to payment of the issuance fees, set at thirty-three thousand three hundred twenty dinars (33,320.00 DZD) including all taxes, made out in the name of the Postal and Electronic Communications Regulatory Authority (ARPCE), CPA Bank, Hussein Dey branch, No. 004 00118 40 10004695 40.

Renewal

The renewal of the registration certificate must imperatively be the subject of an express application addressed by the operator to the Regulatory Authority within a period of forty-five (45) days, attested by acknowledgment of receipt, before the expiration of the validity period of its registration certificate.
