The application file for a requesting a regularisation must contain the following documents:

Documents required by the Ministerial order of 27 July 2022 laying down the standard terms of reference relating to electronic communications services to the public under the general authorisation regime:

• An application addressed to the Director General of the Regulatory Authority;
• A description of the technical solution (platform, related software, Internet access provider, type and speed of connection)
• letter appointing the legal representative and contact, specifying their contact details, in accordance with the templates which can be downloaded from the website.

Documents required by the Executive decree No.22-39 of 10 January 2022 laying down the conditions for the issue of a general authorisation for the establishment, operation and/or provision of public electronic communications services to the public, as well as the amounts of the financial contribution, fees and annual contribution relating thereto:

• Nature and technical and commercial characteristics of the proposed project;
• Photocopy of the identity document of the individual applicant or of the legal representative of the legal entity;
• Copy of the articles of association for legal entities;
• Annual company accounts for the last two financial years (if applicable) for legal entities;
• Description of existing industrial and commercial activities (if applicable).

The application file for requesting an extension of general authorisation services must include the following documents:

• An application addressed to the Director General of the Regulatory Authority;
• A description of the technical solution (platform, related software, Internet access provider, type and speed of connection)
• letter appointing the legal representative and contact, specifying their contact details, in accordance with the templates which can be downloaded from the website;
• Information sheet, based on the template published in the Order of 28 Dhu al-Qi’dah 1443 corresponding to 27 July 2022 laying down the standard terms of reference relating to electronic communications services to the public under the general authorisation regime (Appendix C.1), which can be downloaded from the website;
• Proof of payment of file management fees of twenty-eight thousand Algerian dinars excluding tax (28,000 DZD excluding tax) to the Regulatory Authority of Post and Electronic Communications (ARPCE) via Banque CPA, Hussein Dey branch No.004 00118 40 10004695 40.

The payment of file review fees shall be made exclusively through the submission of a bank debit notice relating to a bank transfer or a cash payment receipt issued by the bank. Under no circumstances shall bank cheques be accepted as a means of payment for the electronic service.

• A request for the renewal of general authorisation addressed to the Director General of the Regulatory Authority.
• Proof of payment of the file management fee of twenty-eight thousand Algerian dinars excluding tax (28,000 DZD excluding tax) to the Regulatory Authority for Post and Electronic Communications.

The payment of file review fees shall be made exclusively through the submission of a bank debit notice relating to a bank transfer or a cash payment receipt issued by the bank. Under no circumstances shall bank cheques be accepted as a means of payment for the electronic service.
